Actually, each VBrick encoder supports two destination addresses, so you can
multicast (perhaps locally) and unicast (perhaps via a network that does not
support Class D addresses) at the same time.

Most of the codecs out there will do multicast and unicast. vbrick, amnis,
ncast, etc. Error correction is a "nice to have".
If you just want unicast <-> multicast conversion, there are various
tunneling programs that will do that on a PC or workstation.
