Thanks for your pointers.
Jeff and Bill found an apparent MSDP peering problem between the NYC
and Buffalo NYSERNet routers. (MSDP was peering on interface
addresses while BGP had been switched over to peering on loopback
addresses).
I'm now seeing SA's for lots of stuff.
