Transport protocols and bulk file transfer

I would like to encourage everyone to weigh in on the design decisions
for the eight largely independent choices described in the different
sections of
http://www.internet2.edu/~shalunov/tmp/transport-design-space-02.pdf
while keeping in mind the requirements of section 1 of
http://www.internet2.edu/~shalunov/tmp/200404-bulk-transport-tool.pdf
(which really should be migrated to the design space document)

Ideally, we should make those decisions that do not require extensive
experimentation, etc., and document them, before the end of the year.
Some questions are hard, and it's fine if they are left unanswered for
now, as long as our choices are defined.
