A few comments now; elaboration on the call later.

Comments on Substance:

  * Overall, this is very close to being ready to wrap up and submit!

  * Need to make it clear that we don't know all the answers.  We
    should add some open-ended items to the charter like:

    - "Research, develop, and disseminate best practices for the
      deployment and operation of SIP-based campus communications
      services."

    - "Research, develop, and disseminate best practices for the
      integration of SIP-based campus communications services with
      directory services, messaging systems, an legacy communications
      systems (e.g. TDM voice, H.323 video)."

  * Need to say something about security, especially how we will work
    on the spam problem.

  * The charter should be primarily about ends not means.  For
    example, the second-level bullet items (about lowering barriers
    and reducing timelines) should be listed as examples.

Comments on Style:

  * replace "enterprise" with "campus";

  * replace "utilize" with "use";

  * expand "SIP" and provide a reference;

  * hyphenate "SIP based".
