I didn't notice that. Is that a valid assumption? Isn't the CSS the right
place to adjust presentation?

No, I needed some help understanding if my assumptions were right, but I
would hope for some input from the Unix side on whether sticking aliased web
files in etc/ is appropriate, and if not, what the alternative is. "Don't
package it" is of course one alternative.
