Everything I read today suggested that this applied to long-term,
tracking, cookies that persist across restart (i.e., not session
cookies) which we don't use.

But yeah, it all reads like politicians and lawyers talking about tech
they don't understand so I'm certain that you can find people who will
argue whichever position you want.
