There have been a spate of articles this week about a new EU directive 
that goes into force on May 25, governing the use of cookies.

The articles have titles like

> Websites will have to gain ‘explicit consent' from visitors to store
> or access information on their computers from 25th May.

the articles are even showing up in the popular press (eg the BBC news site)

has anyone looked at whether the shib components that set cookies will 
be affected by this ? Presumably the answer goes like "depends on how 
you interpret XYZ".  ;-)
