Hi,

This is a patch so shibboleth-sp-2.3.1.tar.gz it adds optional support
for an /etc/sysconfig/shibd file
to be loaded from /etc/rc.d/init.d/shibd

This make it easy to set SHIBD_USER for instance. I've only added it
to the redhat template.
