And any other reasonable solution will require extensions to a Shibboleth
IdP hosted at each institution to support a new profile, so there is no
particular difference.

Then a lot depends on exactly what the "AS" requires and how SAML is
integrated into it. If it's not web-based, you have a much more complicated
problem.
