I had a similar problem building shibboleth 2.2.3 on our SUSE build
service. If i remember right, the following workaround did it:

...
BuildRequires:  libapr-util1-devel
...
%build
export CPPFLAGS="${CPPFLAGS} -I/usr/include/apr-1"
...
