Did we ever implement any kind of thread throttle like we did on the old
one? I was thinking we decided not to bother, but I can't remember.

My dual 3.2Ghz machine running 1.3 only handles about 30-40 per second
without losing smooth response time. That isn't entirely out of line with
those numbers.

I assume you mean with encryption on? I would expect the SP to be about
exactly that much longer, since the RSA operations are the vast majority of
the work. I'm not sure why the IdP isn't also twice as slow there, really.
