Apparently I looked in the wrong XSD file, and I wasn't using the namespace 
properly.  It works fine.

It's supposed to be working, if it's not then thats a bug.

I'm afraid I don't remember when it was added but I'm pretty sure it's 
been in all the betas.  It's in the shibboleth-2.0-relying-party-saml.xsd.
