SP Load Error on Windows 2003 Server?

After installing the SP on Windows 2003 Server (prior to configuring it), I am getting this error message when shibd tries to load:

 

2008-01-17 12:04:13 FATAL Shibboleth.SP.Config : can't build ListenerService, missing conf:Listener element?

 

I get the same error message when I run shibd –check manually along with the additional error “caught exception while loading configuration: Can't build ListenerService, missing conf:Listener element?”
