Ok, sounds like an old bug back again, or not fixed like I thought. You
might try setting IdPHistory to false for now, might help, might not.

I'll try and reproduce it.

You may want to try with Apache for now, pretty sure that works, and support
on Windows is much better now, you can just use vanilla Apache+SSL from the
Apache web site.
