USC has released version 5 (and hopefully the final version) of our  
ARP Constraint patch for Shibboleth 1.3.  The only difference since  
version 4 is that we are now using the new constraint syntax approved  
for Shibboleth 2.0.  Walter has also checked these into SVN, so this  
is now basically a back-port of the Shib 2.0 constraint code.  Unless  
(until?) additional changes are made to the ARP schema, this patch  
should be completely forward-compatible with the constraints in Shib  
2.0.  I've also updated the changes.txt file to be more explicit in  
what was changed between each version.  The whitepaper accompanying  
the patch has been updated to reflect the new syntax.
