IMS has been working on a General Web Services specification for some time now.
This is primarily the work of Colin Symthe. The idea is that this forms the basis for
other IMS specs to use. For example, Bruce has interacted with Colin on
some GWS issues in the course of working on the IMS Tools Interoperability project.

I went ahead and voted YES on this. It's mostly an adaption of W3 and other WS specifications. While I had some questions, like why the Cookie mechanism was rejected
in Security, I also see where there are some things
waiting to "cook" from other WS bodies that IMS would like to depend upon. That being
the case and not wanting to delay this any long, I thought it best to approve.
There can always be a subsequent version.

I've put the docs in

http://coco.doit.wisc.edu/~hoymand/ims/imsgws_v1p0-pdfs/

and I'd suggest looking at http://coco.doit.wisc.edu/~hoymand/ims/imsgws_v1p0-pdfs/imsgws_primerv1p0.pdf first, as this is the primer.

Chances are we will see IMS release this very same files next week. In the meanwhile,
it's fine to pass around to anyone whom you think might be interested.
