I'm reinstalling the latest shib IdP (1.3c) and ran into a situation.  I don't
know if it is necessarily a problem though.  On a completely new tarball
expansion, running "./ant" and choosing #2 "manager" for the Tomcat part of 
the
installation bypasses all of the persistent directory creation 
(build.properties
-> idp.home) and it ultimately reports that everything went well. 

I assumed the manager/filesystem question was only about the Tomcat part of 
the
installation. 

If this is unintended, it looks like most of the "install.idp.filesystem" 
target needs to
be moved to another, common target that "install.idp.filesystem" and
"install.idp.manager" can both antcall.
