We installed an IdP on windows this weekend and didn't have this 
problem, though Brent did comment to me that having a tar.gz file was 
certainly inconvenient for Windows systems.  It's probably be a good 
idea for us to create .zip packages, or if we just wanted one package it 
should probably be .jar.

As a side note, 7-zip works really well and supports a whole lot of 
archival/compression formats.  It's what I use on Windows.
