Shibboleth v1.3 IdP Users,

I've just uploaded a new point release build of the 1.3 Identity  
Provider software.  The build is labeled 1.3b and is available from  
the shibboleth website in place of the previous 1.3 build.

IdP 1.3b contains only minor differences from 1.3a and upgrading  
should be painless for users of previous IdP 1.3 release builds  
(either 1.3 or 1.3a).  All that is required is that one download the  
newest build, run "./ant install", and then restart tomcat.

Upgrading is recommended for all, but there are currently no known  
security bugs in 1.3a.
