That would explain the error, yes, since it's used mainly to allow 1.1
assertions to pass by forcing a particular audience to be valid. In 1.1, we
just slammed some weird URI in there that was set by the deployer. Normally
we do Liberty-style Audience-as-providerId now and avoid using the field.
