Howard Gilbert is working on the trust management aspects of the Java
SP as we speak. In fact, a new version of the Java SP has appeared
since you downloaded on May 12th. Further changes are in the works.

IQ-sites.xml and IQ-trust.xml are gone. I believe SAML metatdata
files will take their place. Examples of these metadata files are
flying all over Shib CVS. Maybe you can catch one. :-)
Seriously though, you need to sit tight like I am. The Java SP is not
quite ready yet.
