That's a reasonable view, although I disagree that it's a problem using it
as an attribute. I don't love the fact that we scoped the thing, and
introducing a new syntax was largely an attempt to accelarate away from
that.

I totally disagree, as I indicated in other responses. They are 100%
analagous. Both of them bind a set of attributes to SAML syntax. One of them
has some unfortunate decisions that have to acknowledged because it's
already in use. Most of it is "correct" in the sense that it can't be
disputed, it's what is on the wire today.
