Sorry, meant to say that the AA uses the Format to figure out what class to
use to recover the principal (i.e. if it's "shib-handle", then use the
crypto thing).
The HS is backwards from that, it determines what to use based on the
relying party, and then the NameMapping it chooses based on that tells it
how to generate the name but also what format to stick in.
