I've made some adjustments before I take off for people to look at:

I rolled the overridden application section into a new element called
<Applications> which has the default settings inside it.

I also created specific element names for the different kinds of "providers"
in the file, such as AAPProvider and TrustProvider.

I tentatively called the site metadata a FederationProvider, but am open to
suggestions. I shied away from SiteProvider because nobody else uses the
term "site" this way (then again Federation is even more overloaded).
