You may need to feed that into your HS manually and bypass the WAYF. Just use 
 query string of:

?shire=https%3A%2F%2Fshib2.internet2.edu%2Fshib%2FSHIRE&target=https%3A%2F%2Fshib2.internet2.edu%2Fcgi-bin%2Fenv.pl

The versioning issue is not really the same as policy constant issues. We 
won't break compatibility again unless there's a security
risk. The policy URI matching is by design from SAML, and it's a "yes or no" 
match. In practice it's not all that important or
useful right now.
