I checked in some very early versions of autoconf scripts into the
opensaml tree. There's still a lot to do, even just adding #ifdef's to
the code, but it seems to be basically working so far.

I didn't check the intermediate files in yet, so you have to run the
bootstrap script to run aclocal/automake/autoconf/libtool/etc.

I have more to look into, but it's a start.
