OK... so it sounds like the  suggestion is "give users entering bug 
reports an easy set of components to  select from"...

and the  programmers will rely less on the component categorization 
and more on  the "what bugs  and tasks are assigned to  me" search?

and I suspect you want to put 1.1 in there, as well. As a container
