Yes, it's intentional. Why does forcing this default to exist create
flexibility?

Right, but we don't force that in the architecture. The "else" condition
is that you go look for a wildcarded SHAR match, at which point there's
probably a match for * that tells it what to send.

You *can* create a default policy for the SHAR, in which case it will
get chosen, but why force one?
