Are you intentionally leaving out the "else" for inner "if"?  i.e you do 
not allow special default behavior for each SHAR, right?    I don't think 
that is flexible enough.  I believe it should be:

If found Then
         Find the best fit for URL
         If found Then
                 Done, that's the right ARP to use
         else
                 Use default for this shar
else
        Search the ARPs that specify wildcarded SHARs and choose the best fit


Another way of saying it is to force AA to have a "*" policy for each SHAR.
