Have you setup the CBR repo? You need that and EPEL for those packages. That being said, I have not tested on RHEL but know that’s true in Rocky and Alma. The step here has info on enabling those: https://docs.perfsonar.net/install_el.html#step-1-configure-dnf
To add to this:
RHEL9 is not officially-supported but is generally bug-compatible with Alma and Rocky.
I would recommend using the auto-installer (https://docs.perfsonar.net/install_el.html#installation-automated-script ) over doing it by hand. It takes care of setting up EPEL and CRB before doing an installation.
