I guess the host you have trouble with is a toolkit instance of perfSONAR?

What does the this commands say:

# pscheduler troubleshoot

Looking at one of your errors please make sure the host is properly time synced.

Also make sure the proper fw ports are open form/to external world in your network : https://docs.perfsonar.net/manage_security.html

If this is a toolkit installation then local firewall should be automatically set while installing
