The problem is actually due to an EPEL policy violation, and I think rpm
does the right thing. I've commented on the change.

If it helps anyone not used to jockeying with rpm packages:

As a workaround for new installations, old package versions can be
retrieved for dnf install/downgrade from the Koji build system, in this
case https://koji.fedoraproject.org/koji/buildinfo?buildID=2040528

If this is stopping you doing dnf (auto?) updates with an
already-installed PS, you could temporarily set "best=False" or use
"installonlypkgs" in yum.conf(5) to keep the old libtins.
