Your psconfig file had a couple of errors. Mainly missing commas, missing name properties and extra info in groups section. I corrected that and it works now (attached)

Please note there is a nice command to validate psconfig files before publishing:

$ psconfig validate testps.json
Loading template ...... OK
Validating JSON schema ...... OK
Verifying object references ...... OK
pScheduler Validation (Quick) ...... OK

pSConfig JSON is valid
$
