Not sure the fix of this issue has been added into the release 4.4.3-1.el7. 
We are still seeing the "Invalid date format" after upgrading to 4.4.3-1.el7.

Not yet.

 

There was a ticket created for it.  Looks like the ticket was updated to note that Canarie experienced the same issue.

We identified a bug in pScheduler that was causing time zones with negative offsets from UTC and non-zero minutes to be incorrectly formatted.  The ticket has been moved to pScheduler:

The most-recent comment has a temporary (although not ideal) mitigation procedure.  I have a fix for the code and getting it released will be a topic for our developers’ meeting first thing Monday.
