The PostgreSQL server on that system doesn't appear to be running.  Pretty 
much everything depends on that to work.

The hint is in the pScheduler log:

The next thing to do would be to make sure the server is running, either by 
starting it manually or rebooting the system.  If it's not coming up by 
itself when the system starts, the logs for that live in 
/var/lib/pgsql/9.5/data/pg_log.
