I see redirect in two places:

  apache-toolkit_web_gui.conf:    RedirectMatch ^/$ /toolkit/
  toolkit_root_redirect.conf:RedirectMatch ^/$ /toolkit/

but changing only the first one works for me on port 80:

$ wget -O/dev/null http://192.168.122.173/

The second redirect in toolkit_root_redirect.conf seems to have
effect only on port 443 (HTTPS).
