Dave Mitchell saw this thread and stopped by my office with a helpful suggestion: turn off IPV6. I did, rebooted, and it fixed the problem!

That will tell the daemon to register directly to the lookup service at the URL above and skip the active hosts file.

I can execute curl command

curl -v http://ps1.es.net:8096/lookup/activehosts.json 

from other machines, but not from my perfsonar host, which is 129.19.165.2. Yet that host can ping ps1.es.net. Is it possible that I'm blacklisted or something?

The machine can ping ps1.es.net.

Hi Pete,

Please note the LS active hosts file is reachable via port 8096. Please make sure this port is open in your firewall. You can check if this access works e.g. via logging ssh to your Toolkit host and running:
curl -v http://ps1.es.net:8096/lookup/activehosts.json
