I can confirm that systemctl command is not functional after
upgrade from Debian 7 to 9.  At the moment is seems better to
upgrade in steps:

1. Debian 7 -> Debian 8
2. Reboot (to get systemd running)
3. Perfsonar wheezy -> perfsonar jessie
4. Debian 8 -> Debian 9
