Hi Valentin,

I did 2 more tests:

1) upgrading from debian 7 to 9 got the same problem reported before

2) installing from a debian 9 clean installation runs smoothly

Is it possible that systemd is somehow broken on this machine?
Did you try rebooting or something else to fix it?

If you can tell me how it got into this state I can try to
reproduce it.
