To debug your issue further, you should try to run latency/OWAMP measurements with pScheduler on the CLI (not only owping).  You can try something like:

pscheduler task latency --dest one.of.your.nodes

If this gives you some error message or doesn't return any result, you can probably learn more about your issue with

pscheduler troubleshoot
pscheduler troubleshoot --host one.of.your.nodes

You can also try some

pscheduler ping one.of.your.nodes

If this work, you'll need to check if esmond/cassandra is running and if there are no errors in /var/log/pscheduler or /var/log/esmond or /var/log/httpd/
