Running owampd and bwctl are standard in the current version; it's more a
question of what you do with the machines than what services run on it.
The BW in BWCTL is something of an anachronism since the program actually
handles more than just bandwidth tests. BWCTL was kept around to ease the
transition from 3.5; in the next release it's going to be dropped entirely.
All of its duties were taken over by pScheduler when we released 4.0 last
year.
