Aha! HTTP(S) does seem to be the issue, and specifically in Chrome.  Both Firefox & Safari are perfectly happy connecting via HTTP, and show the 'Details' page just fine as a result.

Chrome _really_ wants to use HTTPS--even when I change it to "HTTP" in the URL bar, the main PerfSONAR page (/toolkit/) auto-loads in HTTPS.  Then I can click on a "Details" like, get the error page via HTTPS, and change protocol to HTTP to see the working page.

With that in mind, I went back to Chrome and used http instead of https
and now the details page comes up without any problems.
