I had the same problem. Changes in the GUI did not affect the configuration files on the machine and did not persist. I ended up starting the service manually.

/etc/init.d/ndt start

I keep trying to enable NDT under “Enable Services”, but it keeps coming up as Disabled under “Local Services”.  I go back to “Enable Services”, and it’s unchecked.  It’s the only service that won’t stay checked when refreshing the page after saving.  Is there a new requirement to enable it?  This is a newly loaded box.
