That is an old URL, the latest version is 3.3.2 and the equivalent ISO can be found here: http://software.internet2.edu/pS-Performance_Toolkit/pS-Performance_Toolkit-3.3.2-NetInstall-x86_64.iso

If he pulled the old link from one of our web pages, please let us know and we will update it.
