You could install dnsmasq and use it just for the local caching DNS server
functions.  You set it up to use your real DNS then you can set your local
DNS config to point to localhost and have it serve up any reverse
.in-addr.arpa lookups you like.  That should work no matter what perfsonar
is doing.
