Correct.
"in" and"out" was to differentiate event types for in and out direction
of utilization for one of earlier services, you could safely put the
same value for both.
This differentiation goes away with the current perfsonarUI beta;
instead, one can list as many event types as supported by the service
(thus it is similar to the data coming from LS and makes the transition
easier).

Exactly, the URL itself doesn't tell you everything about which type of
service it is and which are the correct messages to communicate with.
