I am not the maintainer of the BWCTP MP unfortunately, and I am little 
unsure what you are trying to accomplish by mixing the MP with 
perfSONAR-BUOY.  These two services are not currently designed to work 
together.

perfSONAR-BUOY has its own scheduling and regular testing framework to 
perform BWCTL tests, a mysql component to store the results, and the web 
service to offer the perfSONAR-ized data.

I believe the BWCTL MP interacts with the SQL MA, but this is a question 
for Verena and Roman.
