I think I don't understand what you are asking about here. There are for 
issues:
- checking for *installed* dependencies which can be done with 
dpkg-query -l (but why you want doing it? To deintstall previous versions?)
- de-installing previous dependencies
- making sure OS knows about up-to-date perfSONAR packages
- if something is already installed it will not be installed once again 
as it will be automatically detected by apt-get so no need to bother 
about it and check

Maybe explain what do you want to do?
