I agree and that's a really good reason to use something like

Yes - we discussed that fairly extensively in the meeting and it was decided that this kind of categorization should be part of the 'value'. (And the long-term solution is to use an element for user- defined metadata.) This is a short-term shim and we didn't want to add structure into the short-term solution, we want to add structure into the later solution.
In the interests of protocol stability, it may be worth thinking a bit more about this structure right now instead of introducing something that is bound to change. Although, I agree that requirements may not be completely clear at this point in time..
