Just one comment: type attribute could be convenient for filtering (useful for categorizing keywords).

Yes - we discussed that fairly extensively in the meeting and it was decided that this kind of categorization should be part of the 'value'. (And the long-term solution is to use an element for user- defined metadata.) This is a short-term shim and we didn't want to add structure into the short-term solution, we want to add structure into the later solution.
